2022 EU mobility Package in european road freight

This package includes changes to regulations regarding driving and rest times

On July 8, 2020, the EU Mobility Package I was passed after three and a half years of discussions. This package includes changes to regulations regarding driving and rest times, market and profession access, and the deployment of driving personnel. Changes to driving and rest times, including the return requirement for truck drivers, have been in effect since August 20, 2020, with the exception of special deadlines for the digital tachograph. Changes to market and profession access, deployment of driving personnel, and control guidelines will not take effect until 18 to 21 months after their publication in the EU Official Journal on July 31, 2020.
The changes to driving and rest times include:

  • Regulations for maximum working hours and minimum rest times remain unchanged
  • The regular weekly rest period of at least 45 hours must still be spent outside of the vehicle. There will still be no documentation requirement and thus the possibility of control will remain difficult.
  • A principle of drivers returning home after 4 weeks
  • In cross-border traffic, it is now possible to have 2 reduced weekly rest periods of 24 hours between 2 long weekly rest periods. If the driver takes 2 reduced weekly rest periods, the trip must be organized so that the driver returns home or to the country of establishment after 3 weeks to compensate.
  • Interruption of rest periods by ferry and train crossings: in future, reduced and regular weekly rest periods of up to 2 times may be interrupted for a total of one hour
  • The exceeding of the driving time in order to spend the weekly rest period at home or at the place of business is now possible to a small extent under certain conditions.
  • Cross-border crossings with digital tachographs must be documented at each border crossing from February 2022. Drivers must steer to the nearest stop or after a border and then enter the symbol of the country they just entered.
  • Extension of the carrying requirement to 1 + 56 days: from December 31, 2024, records must be kept for the current day and the preceding 56 calendar days for all recording-required trips.
  • Recording of vacation and illness as rest time (symbol "bed") is now legal
  • Intelligent tachograph of the 2nd generation: trucks with analog or digital tachographs must be converted by the end of 2024.
